Full text of Missouri State Senate Bill 460, introduced by State Sen. Karla May in 2021. This Bill authorizes the formation of a Commission to study and implement for-profit, Community Investment Corporations as citizen-owned land planning and infrastructure development corporations. Every citizen who is a permanent resident of a designated area would receive free one dividend-paying, voting share in the CIC. (The CIC, which was developed by founders of CESJ, is also known as the Citizens Land Development Cooperative/Corporation or Citizens Land Bank.
